Keep a pedestrian centre reachable.
Free electric rides make a pedestrian city centre easier to reach for people who cannot comfortably walk across it.
SI SloveniaIn practice. Ljubljana’s Kavalir electric vehicles provide a free local ride within the pedestrian area, particularly for people who find walking difficult.
What to keep in view
Service area, operating conditions and vehicle accessibility need checking for each journey. The service does not mean every vehicle or route meets every mobility need.
Support access within the car-free area
Kavalir vehicles provide free rides inside Ljubljana’s pedestrian centre, primarily for older people and people with limited mobility. Passengers can hail a slow-moving vehicle or request a ride by phone. The service is supported by the city, Ljubljana Tourism and public transport operator LPP.
Restricting private traffic is paired with a small access service instead of assuming everyone can make the remaining journey on foot.
A small service completes a bigger policy
Our reading: a city can remove cars without treating every traveller as an equally capable pedestrian. The useful innovation is the supporting service around the policy, not the electric vehicle alone.
